What distinguishes the Shackelford County and Milam County sites from DFW or Austin projects is the logistics environment. Shackelford County is deep West Texas. The nearest large aggregate supply corridors are not nearby. A 1,200-acre campus grading across ten building pads requires road base, fill, and crushed stone in volumes that need to be sourced, scheduled, and committed in advance. The construction market in this part of Texas does not have the dense pit network and truck availability that Central Texas metro markets do. Lead time on material delivery is not a preference in Shackelford County. It is a requirement.
Milam County presents a different dynamic. It sits in a Central Texas corridor that is also absorbing Samsung semiconductor construction in Taylor, data center activity near Georgetown, and the broader Austin metro growth. The aggregate supply pool serving Milam County is competing with significant existing demand from multiple active projects in the same regional market.
The Birmingham Group’s analysis frames 2025 to 2026 as the overlap years for Texas contractors — the period when TxDOT transportation work, private semiconductor and AI construction, energy infrastructure, and manufacturing investment are all peaking simultaneously. For contractors active in West and Central Texas, that overlap is not abstract. It is showing up in material sourcing windows and truck availability every week.
The AI infrastructure buildout in Texas is not staying in Abilene or Austin. Sites in Shackelford County and Milam County are both under active construction and both operating in markets where aggregate logistics require more advance planning than urban corridors.
